to make an infinate mana combo, and you happen to have these cards, heres how
Tezzeret, agent of bolas.
Candelabra of Tawnos.
and this card.
use Tezzeret to make the candelabra a 5/5 artifact creature, slap this on it and there you go.

I like this card. Its more fair then untap for Blue. Its ment to be abused but not in a monstrous way.

Very versatile. Gives your combo piece a little bit of resistance to removal, and lets you play tapping shenanigans. Is it super powerful? Not on its own, but it does let you have a little fun in a high-mana environment.
