Storm Crow should be reprinted wearing this, holding the Scepter of Empires and sitting on the Throne of Empires.

A crown symbolizes your "mystical" leadership. Therefore the crown should have an ability that concentrates on the cards or mana. And since it is the most powerful part of the trio, it should have had the highest mana cost, but the activation cost (if any) should be low.
I don't like what R&D has created, since this crown has no use, if your opponent has no creatures in play. SO this crown has no use in/for your empire, but only for your opponents. I would like to see a form that empowers you and therefore threatens your opponent.
My suggestion would have been something similar to Grand Arbiter Augustin IV.

This deserves a higher rating for it's utility in draft. Tapping a would-be attacker, killing illusions, etc. It is a nice card all-around, often as high as the second or third pick from a pack.
