I think it may have something to do with the rarity. Truthfully, most of that cycle I'd never think of assigning as a rare. The ability for this only mills one, but it's also a lot easier to get.

If you have some spare mana, this is better then nothing. If you have counters, you can hold up mana and if they don't cast anything worth it, you can mill them some. It also screws with vampiric tutors and the like.

So, real talk. For years I've had in the works to get a Dimir insignia tattoo in UV ink, and for the longest time I was contemplating getting the flavor text from Glimpse the Unthinkable, but after much inner deliberation, I've decided on this flavor text. The first two lines above, the third line below.
