It's a hard counter. Hard counters are good. It's a tricky counter. That's very fine. Yes, it's really obvious that Wizards knows there are ways to play around it- other wise it would cost 3UU, or 3UUU, or XUU where X is the converted mana cost of the spell you're countering. Or something like that.
This costs the same as plain-countering a spell and drawing a card, and I'd say that it's nearly equal value. The Mythic rarity also improves this card a lot, since it isn't really quite worth the top rarity level, and yet I can hardly imagine this being a common spell to learn. It's quite specialized, and difficult to learn I bet. It's certainly useful, it just doesn't do as much as it implies.
What it does, is trigger an arms race of rules-savvyness, increasing the overall power of blue mages searching to find the True Counter-Breaker. Along the way, whether they find what they're looking for or not, everyone gets better at the game. In th... (see all)

it is a good card, no doubt about it.. but it is one of those cards that who knows if it will be needed.
point is, sometimes you are playing people who enjoy 4 force of wills and 4 mana drains in a single deck.

Just use an ending square bracket. The one under the curly brackets. Put it anywhere in the word like this: scu)mbling only replace the ).
And on typing this, I found out the curly brackets work too. You don't want to use an opening bracket like "(" because if you use any formatting or mana symbols (
) then your text between the first opening bracket and the next closing one will all be sucked in and not appear.
